Certification of communication facilities, communication services and quality management system of communication companies.
1. GENERAL INFORMATION.
Our company has been rendering services for certification radio and TV equipment since 1994 in accordance with the Order of Ministry for Communications of Russian Federation № 242 dated 18.10.1994. Testing Laboratory of radio and TV broadcasting equipment was founded in 1997 to perform certification services in systems "GOST R" and "Electrosvyaz". Accreditation certificate in system "GOST R" № РОСС RU.0001.22PC20.
2. Obligatory confirmation of accordance of communication facilities, which are used in communication network for general use.
FGUP "RTRN" is accredited by Federal agency of communication ("Rossvyaz") on technical competence and independence in Certification system of communication as a Testing Center (TC of "RTRN"), accreditation certificate № ИЦ - 15 - 07 is valid till 12 February 2015.
TC of "RTRN" performs certification tests and tests of communication facilities on conformance to statutory acts requirements to "Rules of application…" of corresponding equipment. The Testing Center of "RTRN" also tests the opportunity of the manufacturer to produce communication facilities, which meet proper requirements. This testing is produced according to the standard GOST R ISO 9001-2008 on the basis of standard GOST R 40.003-2008.
The Testing Center of "RTRN" is accredited to perform certification tests of:
- Analogue, hybrid and digital DVB on-air TV transmitters;
- Analogue and digital DRM on-air radio transmitters;
- Digital radio relay systems;
- Control and monitoring equipment of radio relay systems;
- Digital systems of TV and sound broadcasting (coders, decoders, multiplexes, demultiplexes)
- Transmitting and receiving antennas, feeders for TV and radio on-air broadcasting;
- Combiners of on-air TV and radio transmitters;
- Combiners of radio transmitters working within the following bands: 136 - 174 MHz, 403 - 470 MHz, 890 - 960 MHz and 1710 - 1990 MHz;
- Equipment for cable TV networks

TC of "RTRN" is equipped with certified and accepted instruments that guaranties measurement accuracy of parameters during laboratory and field tests. If necessary, TC can provide examination of characteristics of communication facilities.
Skilled experts of the Testing Center, certificated by Agency "Rossvyaz" and qualified technical experts from corresponding departments of Affiliate of "RTRN" "MRC" provide testing of communication facilities and checking the opportunity of manufacturers on high professional level and within agreed dates.

TC of "RTRN" is a member of Association "Svyaz". It takes an active part in different activities in the field of communication: participate in work of standardization system, takes part in realization of programmes, which are approved by Federal executive authorities, to work out different statutory acts and standards in the field of TV and radio broadcasting.

3. Voluntary certification of communication services, communication facilities and quality management systems of communication companies.
Certification of communication services, communication facilities and quality management systems of communication companies are performed on following purposes:
- to confirm the accordance of communication services quality index with the Communication System requirements;
- to confirm the accordance of functional parameters of communication facilities with the Communication System requirements;
- to stimulate communication operators to ensure the stability of quality of performed communication services;
- to stimulate manufacturers of communication facilities to ensure the stability of quality of produced communication facilities.

The Testing Center of "RTRN" was accredited in the "System of Voluntary certification of communication services, communication facilities and quality management of communication companies "Communication - Quality".
The Testing Center of "RTRN" is accredited in the System "Communication - Quality" to perform certification tests of:
- communication services for the purpose of multichannel broadcasting by cable network;
- communication services for the purpose of on-air broadcasting;
- quality management system of communication company;
- TV equipment;
- radio equipment;
- radio antennas.

Certification works are performed according to the rules of System of Voluntary certification " Communication - Quality".
The Certificate of System "Communication - Quality" lets communication operators to be competitive in the communication field.
