Consultant's Services for Assistance in the Project
Management and Procurement of Goods, Works and Services

Invitation for Expressions of Interest

The Government of the Russian Federation has received a Loan from the European Bank for Reconstruction and Development (EBRD) towards implementation of the Ostankino Television Tower (SCRT - the State Centre for Radio and Television) Rehabilitation Project.

The Project main objective consists in restoration in full volume and renovation of the television and radio broadcasting and communication channels of the Ostankino Television Tower (SCRT) by carrying out the following activities:

  • reconstruction works for the power supply and fire extinguishing systems and the fire alarm system, as well as the elevator stock system;
  • repairs and reconstruction of the construction structures;
  • procurement and installation of high-speed elevators, renovation of the elevator stock, including preliminary shaft clearing;
  • reconstruction of the engineering and technological systems;
  • renovation of the fire-safety system.

Having considered the complex nature and content of the works to be performed for the Project implementation, the "RTRS" FGUP (Federal State Unitary Enterprise "Russian Television and Radio Broadcasting Network"), the entity authorized by the RF Government to assure the Project implementation, intends to employ the Consultant and to apply part of the Loan proceeds for eligible payments under a contract for Consultant's services for the Project management and procurement of goods, works and services.

The Consultant's assignment will comprise:

  • arrangement of procurement of goods, works and services under the Project according to the procedures acceptable for the EBRD;
  • contracts administration;
  • Project management, including disbursement, as well as coordination of the Client's relationship with the EBRD and the concerned Russian bodies involved in the Project implementation.

The Consultant's team should include expertise in the following areas: (a) project management, (b) procurement of goods, works and services, and (c) disbursement under the projects financed out of the EBRD loans.

The assignment is expected to start in July 2003 and last about 24 months.

The "RTRS" FGUP invites eligible consultants from any country to express their interests in the above services rendering for shortlisting and selection.

Interested firms are hereby invited to submit their Expressions of Interest, along with the requisite information to confirm their qualifications and competence required for the assignment accomplishment in the form of experience description, leaflets and booklets.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

  • company profile, organization and staffing;
  • details of experience of similar assignments undertaken in the previous 10 years, including their locations;
  • CVs of staff proposed for exercising the assigned functions.

The above information should not exceed 20 pages including CVs.

The Consultants may co-operate to upgrade their general qualification level.

The Consultants will be selected subject to the procedures described in the Bank Guidelines "Goods and Services Procurement Policies and Rules" published in January 1992 (with account of the corrigenda dated August 2000).

Tree copies of the Consultant's Expression of Interest in Russian and one copy in English should be submitted to the address below in a sealed envelope marked "Expression of Interest for Consultant's Services for the Ostankino Television Tower Rehabilitation Project", no later than 12:00 Moscow time on July 1, 2003.
